fix: ota_pal.c include soc/rtc_cntl_reg.h for C{5,61}, P4 and H{21,4} (CA-362)

Description

Updates the exclusion list to avoid including the header soc/rtc_cntl_reg.h for the RISC based chips. Currently, it's not possible to build for these chips without patching esp-aws-iot.

I added every soc that from find $IDF_PATH -name lp_wdt_reg.h.
