RestRequestobjects are now created inAbstractHttpServerTransportwith a static factory method. This PR is refactoring to use aRestRequestFactorywhich can be defaulted toRestRequest::requestin oss but overriden with a different factory in xpack.relates #51816 (main meta compat API issue)
