Master-ineligible nodes do not fully rejoin the cluster after a master election #71776

In #43688 we stopped processing associated join requests from master-ineligible nodes that were already part of the cluster, because such a request was (at the time) at best a no-op, and at worst may be unsafe. However this means that we sometimes skip the code introduced in #71385 that ensures the node roles are accurate: these requests are no longer the no-ops we assumed them to be.
