Add shrink action to the hot phase

A few users need to force merge in the hot phase, and while we added that in #52073, they may also want to shrink prior to the force merge in order to get a single segment (as opposed to force merging first, then shrinking).

In order to do this in the "hot" phase (usually meaning nodes with high IO), we should allow `shrink` in the hot phase.
