Removal of depricated part of CONTRIBUTING.md

In the chapter "Java Language Formatting Guidelines" of CONTRIBUTING.md document, it is prompted to 

> send a PR against this document with instructions for your IDE if it doesn't contain them. 

This is followed by the instructions about disabling the wildcard imports for both supported IDEs. 

As such, I guess that the sentence mentioned above can be removed.
