This PR moves the docs folder up from the Lambda Extension folder and provides a getting started prompt for the repository's main README. The
apm-lambda-extensionfolder remains in place in anticipation of future top-level folderes contain other tools/helpers (such as layers for deploying agents to a Lambda function automatically).
