Deploy flink SQL runner with table config options from JSON

  • Uses parameters for environment and jarUri instead of the single argument previously used
  • Tests for parsing options out of a correct JSON deployable config
  • Allows setting batch mode for a job (that can work in batch mode, no real tests done with this yet)

NOTE: Requires a new version of flink-client that can provide the right parameters
