UI spacing incorrect when using IBM's Semeru JDK

Clean install, new workspace, there is no .log file in the workspace/.metadata folder

Using IBM's JDK Version 21 or 23 the vertical spacing between UI toolbars and other elements are incorrect.

Changing the -vm setting in the eclipse.ini file to the jre in the .p2 folder or the plugins folder if standalone install, results in correct spacing.

• [X ] I understand reporting an issue to this OSS project does not mandate anyone to fix it. Other contributors may consider the issue, or not, at their own convenience. The most efficient way to get it fixed is that I fix it myself and contribute it back as a good quality patch to the project.

I can confirm the issue for jdk-21.0.1.12-openj9 and Eclipse 2025-03 (4.35.0)

We have the same problem with our RCP-application using Eclipse 2025-03 and Java 21.0.6 OpenJ9 from IBM Semeru.
The RCP-application became unusable with the 2025-03 release.
Because there is a critical vulnerability in Eclipse 2024-12 (apache-jsp-9.0.96.jar / CVE-2025-24813) we would like to switch to 2025-03 where it is solved.

I can reproduce the issue and when navigating through SWT change history, I found that the behavior changed with this PR:

• Text in Dialog was cutoff due to invalid use of AdjustWindowRectEx eclipse.platform.swt#1707

I have no clue yet what that JDK build does different than others (e.g., Temurin and Corretto work fine).
