Possible fix for #2628 - if the attempt to fetch committed offsets times out or otherwise fails (potentially throttled or too-many-in-flight requests) then we were resetting offsets using offset_reset_policy. We should only apply reset policy after offset commits have been fetched (only partitions w/o committed offsets should be reset).
