publish official build id as part of release process

As part of #4855, in order to produce a source build that aligns with a Microsoft release, you will need to input the official build id in order to produce a build with the equivalent version numbers.  As part of the SB release process, the official build id will need to be "published".  Part of addressing this issue is to figure out what "publish" means (e.g. is it a VMR release asset?)
