Revert VerticalManifest.xml workaround

The change described here should be reverted: https://github.com/dotnet/sdk/pull/45435#discussion_r1893103212. This can be done upon the next reboostrap of the VMR as the underlying issue has been fixed by https://github.com/dotnet/sdk/pull/45554.
