[9.0.1xx] [main] Remove FSharp Patches for https://github.com/dotnet/fsharp/pull/17859

Once dotnet/fsharp#17859 flows into sdk's 9.0.1xx and main branches, we should remove the following fsharp patches:

• sdk/src/SourceBuild/patches/fsharp/0001-Fix17713-Reverting-PR-17649-Make-the-interaction-bet.patch
• sdk/src/SourceBuild/patches/fsharp/0002-NoWarns-for-FSharp-Failures.patch

fsharp's release/dev17.12 branch flows into sdk's release/9.0.1xx and main branches, so merging that PR should eliminate the need for the patches in both branches.
