VMR rebootstrap causing NuGet-related test failures

The changes from dotnet/installer#18763 are still causing the failures that were identified in dotnet/installer#18763 (comment). It seems clear these failures are intermittent based on some runs succeeding and others failing.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
