Review and fix dependencies on RID-specific versions throughout the product

Source-build and the previously-source-built archive current inject properties like MicrosoftAspNetCoreAppRuntimewinx64PackageVersion because some repos depend on RID-specific package variable names. We should review these dependencies and eliminate them throughout the product.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

We just recently fixed all of them in the VMR to make sure that dependency versions flow correctly.
