Templating has to target 9.0 first.

To get templating on 9, the runtime 9.0 flow to sdk, then flow to installer, then the new known framework references get merged, then stage 0 sdk get updated, then retarget

@JL03-Yue your summary only applies to main which is trying to move to 9.0. In this branch, I think the issue is that templating has flow from runtime and is ahead of runtime flow here (just based on the message). So probably #35592 has to go in first.
