NETSDK1206 should not be flagging 'browser' RID platform #33579

Describe the bug
NETSDK1206 warning (#32970) is firing for packages that have browser as the RID platform. Browser should be considered a valid/portable platform.
To Reproduce
Reference a package with RID-specific assets for browser. Build for net8.0 using .NET 8 preview 6+.
