opencover does not work with .NET SDK 7.0.100-rc.1.22431.12 and TFM pointing to .NET 7

Describe the bug

After I have updated my project, https://github.com/gimlichael/Cuemon, I was trying to run the CI/CD flow.
Here, after careful diagnosticating, I noticed that

Calculating coverage result...
  Generating report 'C:\Source\Github\Cuemon\test\Cuemon.Core.Tests\coverage.opencover.xml'

Was not to be found in the Azure DevOps console log, hence my reportgenerator would fail.

I then tried the same on my local machine; same effect.

When switching my branch back to Release (eg. no more TFM NET7), the problem is still there until adding a global.json with SDK target set to 6.0.401.

If i do not add the global.json, same problem occurs, which lead to believe the error is related to TFM 7 and the NET 7 SDK.

Create a global.json file with this content:

This is the expected result - regardless of SDK and TFM.

I believe you're hitting microsoft/vstest#4014 - the test command lost the ability to forward MSbuild /p properties in the rc1 version of the .NET 7 SDK. We're working on a fix for this here, and it will be fixed for the final release.
