Investigate changes and support for Azure Developer CLI

`azd` currently requires a Dockerfile (either explicitly in the project or implicitly generated by the tooling) to create an image from an application. We should be able to integrate easily, but we need to reach out to that team and work with them to support projects that use our tooling.
