Looks good but I wonder if we should change to what runtime.yml is doing and running this on every commit to release/* instead of on the schedule.

Yeah, I can get behind that. release/* commits are infrequent enough that it shouldn't overload us - and IBM will throw more hardware at us without hesitation if it turns out we have a problem
