Missing docker image `fedora-34-helix-20220523150939-4f64125` in mcr

The docker image tagged as fedora-34-helix-20220523150939-4f64125 doesn't exist in the mcr and the runtime-extra-platforms pipeline is failing on that.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.

@mthalman Any idea why that may be? I copied the tag from dotnet/dotnet-buildtools-prereqs-docker#618 (comment) and as far as I can see the tag matches what you pasted in that comment.

I see that at https://mcr.microsoft.com/v2/dotnet-buildtools/prereqs/tags/list, the lastest fedora 34 tag seems to be fedora-34-helix-20220523142223-4f64125

Ah, apparently there's a bug in our reporting infrastructure. Sorry about that. It's dynamically generating a new timestamp when reporting the tag that was published instead of using the actual timestamp in the tag that was published. Here's the correct tag to use: mcr.microsoft.com/dotnet-buildtools/prereqs:fedora-34-helix-20220523142223-4f64125.
