Microsoft.Extensions.Logging has broken dependencies

I believe it is related to

runtime/eng/AvoidRestoreCycleOnSelfReference.targets

<PackageId>$(PackageId)_temp</PackageId>

. I suspect that this workaround needs to be sequenced a little differently to avoid making it into the nuspec.

I couldn't figure out the best area label to add to this issue. If you have write-permissions please help me learn by adding exactly one area label.
