DataFrame.LoadCsv should support URLs

Just logging an issue I encountered while using DataFrame. I wanted to read in the csv file living here: https://raw.githubusercontent.com/CSSEGISandData/COVID-19/master/csse_covid_19_data/csse_covid_19_daily_reports/01-01-2021.csv. However I first had to download the raw data, save it into a csv file and then read it into a DataFrame. I think there's room to make LoadCsv support URLs ending with .csv here to make the process cleaner.

You can also load dataframe from csv string with DataFrame.LoadCsvFromString. Did you try?
