Is this actually necessary/needed anymore?

This PR "bumps" us to cecil/bc11f472, which is what we're already using. There's no commit change. There is a branch change.

Which might be fine...?

Related:

Policy-wise -- which we might not be following! -- Java.Interop/master's cecil should follow what xamarin-android/master's external/mono/external/cecil is using.

...which is doubly hard to follow when mono doesn't specify a branch.

As of right now, mono/2017-10 and Java.Interop are using the same cecil commit. The branch is...debatable. Which confuses me.
