Expand `deprecated-error` metadata to support all type/member constructs

In 8f30933, support was added for the deprecated-error metadata on <field> to help with deprecating old API. This results in [Obsolete (..., error: true)] attributes being added.

It would likely be handy to have this metadata ability extended to support all possible types and members (class, interface, method, constructor) to facilitate deprecation scenarios.
