In an attempt to get our nightly packages building and publishing again,
masterneeds some changes fromvs2017-rtmand I thought I'd bring it all along.There were some merge conflicts that had to be addressed, hence this isn't coming straight from
vs2017-rtm, but most differences appeared to be newer bits inmaster:fcs/that I retained.
