We caused a regression in 8.0.401 which breaks cross assembly equality comparison for F# Discriminated unions and records.
Issue: #17773
The issue was raised by an external customer. The bug crept in due to a test hole, the PR addresses this with additional regression tests. The bug was already fixed in dotnet 9.0 this PR cherry-picks the fix back to the LTS branch.
