GetAllUsesOfAllSymbolstest occasionally fails like this:https://dev.azure.com/dnceng-public/public/_build/results?buildId=597804&view=ms.vss-test-web.build-test-results-tab&runId=14486606&resultId=100533&paneView=debug
System.Exception : Expected 79 symbolUses, got 61:etc.I think it's because
GetAllUsesOfAllSymbolsdoes not force the symbols to compute, therefore it's not reliable in use withenablePartialTypeChecking.
