Yeah there's no good way to test before merging, but it is used that way by all other dotnet repos that use the backport action. The only thing you need to ensure is this setting is enabled so it can use actions from other repos in the "enterprise" (i.e. the

I noticed you're using a repo-local copy of the backport workflow, we've since consolidated the workflow into the dotnet/arcade repo so you can use it from there.
