No QuickInfo on latest master installed into VS 15.6 Preview 5

Not sure what the root cause is, as I haven't used the latest master deployed as a VSIX for some time. Not sure if it's #4132 or not - I tested out IDE features but I'm not sure if that also included QuickInfo.

This repros on the VS tools as of 3db878f41ded2718eeaa44a13f633f00701b54e2 (#4366), so it is NOT #4132 which causes this.

This is not present in 6cc78a805d4d863393c893ccdba86bea7df59035, which is what we're shipping in 15.6 RTW. 😌 😌 😌

This repros in a VSIX built with #4277 as the latest

This is due to a VSIX from master going into 15.6. Since 15.6 has a Roslyn change in QuickInfo that 15.6 is consuming. Thus, a self-built VSIX atop 15.6 is likely causing this behavior. I'll close for now.
