Change doc to say that in .NET Core 3 there will be WPF support.

When to choose .NET Framework says no plans to bring WPF to .NET Core, but .NET Core 3 will have it.

I think just removing that bullet point is the best call. I won't invert this (mention that WPF will be coming to .NET Core), since the context is server applications, which is orthogonal to the recent announcements about desktop development.
