Distribution packaging document is missing the workloads details

Issue description

https://docs.microsoft.com/en-us/dotnet/core/distribution-packaging needs to be updated for Optional Workloads. At a minimum, the sdk-manifests folder needs to be added as that's included with a default SDk install.

Additionally, workloads will create a library-packs folder, a metadata folder, and a template-packs folder which might be worth documenting if a customer wants to install a workload and distribute the SDK with the workload included.

Is there a point at which we would remove things like NuGetFallbackFolder which is a <3.0 feature so only for out of support SDKs?
