Customer Impact
A NuGet package README makes acquisition experiences much nicer. This library has a lot of historical data/docs out on the web that are stale, so having package-local data can help smooth the onboarding experience. System.CommandLine has previously only had a brief description show up on the README tab.
Description
This adds a package README with examples and pointers, with no other changes.
Testing
Built the package and verified the README was contained in it and rendered in the NuGet Package Explorer.
Risk
Low.
