I'm going to close this. Just looking at the Http solution there's 70+ warnings, so I think this would be too big to try and do in one sweep across the entire repo. |

Enable warnings for CA1861 and IDE0300 in EditorConfig.

Enable warnings for CA1861 and IDE0300 in EditorConfig, see #56525 (comment).
I didn't enable IDE0028 due to #56395 (comment).
Draft for now to see what fails and whether fixes for what does fail are net positive.
