The workaround file is no longer needed, now that the underlying bugs are fixed in the dotnet/runtime libraries. Fix dotnet#23262

Thanks @eerhardt. Our runtime might be ever so slightly old, but it's quite possible we don't have any test coverage for TypeConverters so this should pass. |

I looked real quick, and aspnetcore will have the runtime fixes once #24717 is merged. |
