Add a test verifying 3.0 SDK is compatible with 2.2 targeting project

As part of https://github.com/aspnet/Razor/pull/2672/files, we added a test verifying 3.0 Razor Sdk's compatibility with 2.1 application. Once 2.2 ships and we can restore packages from NuGet.org, we should add a test to verify 2.2 compat.
