Consider updating `InputFile` to support `@bind` expression so it can auto-generate the name attribute

I've changed the issue title to match our updated understanding. That is, InputFile doesn't currently have any Value you can bind to, and it wouldn't make sense for it to do so (at least, not in the two-way binding sense).

It's unclear what would be a good way to make it work nicely for SSR, since for SSR you really do want some way to generate the name attribute based on a lambda expression.
