For 5.0, we made a change to exclude .Views.dll from the bundle when publishing as a single file. This was a reaction to some of the changes to single file bundling in 5.0. Unfortunately the changes also needlessly affects 3.1 apps and we've seen reports of this affecting users as they update VS versions.

We could make a change to the Razor SDK to limit the changes to 5.x and newer apps.
