Helix-matrix tests failing, Kestrel test failures on Windows 7 and Windows 8

The helix-matrix tests have been failing since the change 2560457. Specifically, all Kestrel tests have been turned on for Windows 7 and Windows 8.1 queues. Some of the tests, such as ones requiring https, won't work on these platforms and need to be marked with MinimumOSVersion.

Though I'd want to turn off the tests to ensure the build passes, this issue will remain open to track the investigation of these tests.

Reopening this issue since the pipeline wasn't fixed. This issue will be used to track tests that are not fixed by #23069.
