Enable ActivityTracking in CreateDefaultBuilder #21966
Description
dotnet/runtime#34305 is introducing new API on LoggerFactoryOptions to enable Activity tracking. We should enable it in CreateDefaultBuilder.
Needs to happen with- #21020
