1ES Hosted Pool provider can pick incorrect image

... the image picked can randomly be 1es-windows-2019-open. This is strange because this is both not random (it's always this mistake) and the string "1es-windows-2019" doesn't appear in the entire repo

From the IcM ticket, they get an unexpected 404 from AzDO and as a result we end up with a "default" image. Will keep this in tracking til it's addressed.

This issue may be having an uptick. Hit a Windows image in multiple Linux legs of build #20220829.10 for a dotnet/aspnetcore PR.
