VS 15.6.6 Live Player based Android Debugging doesn't work

Steps to Reproduce

1. Upgrade Visual Studio from 15.6.5 to 15.6.6.
2. Created a Xamarin Form based hello app | Master Detail + .Net Standard + MobileAppService (created but not deployed to Azure)
3. Start Live Player on a physical android device android 8.0 (API 26) which is on the same wifi as that of PC
4. Rebuild the xamarin.android app project
5. Press F5 to start deployment and debugging (no breakpoint set in the beginning)

Expected Behavior

I had same type of Xamarin form based (sample) app as mentioned in the step #2 above in 15.6.4 which I could deploy and debug in VS 15.6.5 using Live Player. With 15.6.6 , using LivePlayer, the same app created in 15.6.4 as well as one created in 15.6.6 is not getting deployed / failing with error during debug (after pressing F5).

Assuming this issue is obsolete, as VS 2017 is no longer supported.
