Bump the .NET 6 Android workload we are using from Preview 9 (released Oct-12-2021) to Preview 13 (released Feb-15-2022).
Although there is a newer preview, this is the one that has the ~same
generatoras Classic 17.1, so it keeps our Classic and .NET bindings API the same.The workload manifest file is now available from a well-known URL, so we no longer need to manage one ourselves.
