Issue running in notebook on Apple Silicon #1246
Description
When running under .NET Interactive, using Apple Silicon, the environment uses the x64 binaries instead of the arm64 binaries, which obviously doesn't work.
Not sure whether this is a .NET Interactive issue or something unique to TorchSharp.
