Basic Commands Not Found

I am using mysql:8.0 and since #866,  basic commands like `apt-get` and  `tar` are not found.
```
[ 2/*] RUN apt-get update && apt-get install -y curl:
 0.196 /bin/sh: apt-get: command not found
```

I see you changed from buster to bullseye. but why does these errors happen ?
