Restrict usage and visibility of specific commands to specific channels

Description

Slash command in Channel request restrict specific channel slash command, and It
hidden that command in other channels.

eg. when set slash command at #command channel
It only can use and visible Command list in #command channel

Why This is Needed

Although there are already can set specific guild commands,
But if I want to restrict slash command on some specific channel, it still visible that in slash command list and auto Complete and it can cause inconvenience for the user.

Alternatives Considered

Alternative would be to manually check the channel (id) on execution.
but it is still visible in the Slash command list and auto-completes.

This will be supported through our proposed permission and overwrite system (#2315 (comment)).

For those looking to turn off all slash commands (other than built-ins), we will also be creating a Use Slash Commands permission. Going to close this issue not because it's invalid, but because it will be solved by other open issues.

I may be missing something, but I don't see a mention of channels in the overwrite / permission system? It (or at least both the comment linked and #2737) seems that the permission / overwrite system only works for roles and users?

The only way to do it now is giving a specific role permission to use a command +a channel override to allow that role to use slash commands just in that channel. So that means you would have to dedicate a role per command for fine-grained results.

The current system is less of a problem when you bundle a bunch of commands under a role, but it would be nicer to see if the command permission could have a 'channels' array field included for explicit true/false like roles and users.
