[CI] Fix slack notification for homebrew PR release job

Remove golang install step (as a go toolchain is already installed in the action runner) and add missing environment variable (SLACK_MESSAGE) to slack notification step for homebrew PR job.

• Each commit message has a non-empty body, explaining why the change was made.
