Setup JupyterHub on the cluster

Setup JupyterHub on the cluster so we have it running in the same cluster as eoAPI.

There will likely be some thinking around configuration, etc. - we can use this ticket to detail out the plan and any questions. @sunu will leave it to you to outline next steps.

jupyterhub instance is available at: https://jupyter.ifrc-risk.k8s.labs.ds.io/ (all github users from the devseed org should be able to login)
