  1. Added a drupal_alter to atrium_casetracker_get_inactive_states() so it can be tweaked as needed. There's an inline patch in some state of usefulness in Community.OA if you want to review a full UI instead.
  2. Added a Sort handler for inactive states. This enables fun things like showing all cases, but floating things actively worth thinking about to the top of any Views.
