- Allows the ability to `diff` against a brand new chart in the cluster instead of erroring

NOTE: This is a merge of my two other PRs #12 and #15. If you are willing to accept both sets of functionality (conditional suppression of diffs along with diffing new files, this is probably the easiest to merge).
