CI: test with oldest (SPEC 0) NumPy #64
Description
This would help where there are small gaps between xp-strict and the 'real' libraries, such as missing .device for np<2.
I'm not sure yet whether it would be best to just go with the minimum NumPy in the ci-py310 env, or go for a full minimum-dependencies env for all backends.
